More Flood-Prone Homes Could be Bought Out

New buyout program may allow some residents to have their homes purchased by the state.

Wayne residents whose homes are repeatedly flooded may qualify to have their homes purchased by the state due to a new $300 million buyout program announced recently by Gov. Chris Christie.

The buyout plan involves approximately 300 repetitively flood-damaged homes in the Passaic River Basin and another 1,000 homes impacted by superstorm Sandy.

“The process is a way to help people and property get out of harm’s way, but, as I have always said, we will not force any of these residents to sell their homes or force any towns to participate in buyouts,” Christie said in a statement.

“This is a willing seller program for beleaguered neighborhoods and communities in flood-prone areas that have suffered the wrath of Sandy, and who believe that buyouts are the best option for their future.”

The program is part of a strategy by the state to target clusters of homes or neighborhoods impacted by Sandy for buyouts.

Wayne is in the process of purchasing dozens of homes in areas that flood regularly. Once acquired, the homes are knocked down and the properties left to nature.

The program is a joint effort of the state’s Department of Environmental Protection and the Office of Emergency Management.

Buyout funds will be provided through the state’s Blue Acres Program, which is run by the DEP and helps to preserve land in the Garden State.

Property appraisals will begin in June. Homeowners are expected to begin receiving offers in July.

“The governor’s directive gives people the option of accepting a buyout offer or staying where they are,” said state Sen. Kevin O’Toole (District 40). “I think that’s a choice that homeowners should have, and I’m sure it’s one many families will consider.”
