Wayne Man Indicted on Kidnapping and Robbery Charges

Charges stem from an that occurred in Pequannock last year.

 

A Wayne man was indicted Thursday on kidnapping and robbery charges stemming from an incident that occurred last year in Pequannock, dailyrecord.com reported.

Brandon Billard, 19, has been charged with kidnapping, robbery, conspiracy to commit robbery, and possession of a weapon for an unlawful purpose, the website reported.

The victim told police he agreed to meet a friend of Billard’s at the KFC restaurant on Route 23 in Peqaunnock on April 9, the website reported.  The victim told police he was approached outside the restaurant by three males, including Billard, who carjacked his car.

Billard is being held in the Morris County Jail on $200,000 bail.

Because arrest and indictment are not the same thing. The presentment to the Grand AJury is made sometime after the arrest and the Grand Jury returns an indictment or no bills it, There is a long lead time between arrest and indictment, although Morris County seems to be very long in processing their criminal matters and I believe that is because there is poliitical bickering over who shall be prosecutor.
I think they had a buy named Bianchi who was just not reappointed.
