Tax Levy Approved, Freshman Seminar Eliminated

School portion of average homeowner's tax bill to increase $127.

 

The school portion of the average homeowner’s taxes will increase $127 after the Board of Education approved the district’s $144 million budget Thursday.

The tax levy, the portion of the budget funded by local taxes, is $127.3 million.

The $127 includes a $2 increase of the district’s debt service. The debt service is a mortgage payment for the construction of Anthony Wayne Middle School. The average Wayne home is assessed at $229,000.

The board voted to cut $2.5 million from the budget Monday in order to get the budget below a state-mandated 2 percent increase cap. The district will receive $3.8 million in state aid for this coming school year.

“We’re all taxpayers and we just want to provide the best education we can for our kids,” said board President Donald Pavlak Jr.

Approximately $83.6 million of the budget, 61 percent, will fund salaries. This is more than $300,000 more than the $83.3 million the district spent last year.

The board voted to keep 30 special education paraprofessionals in district. Officials originally budgeted to outsource the positions next year. The move would have saved the district $300,000. The board reversed its decision after several individuals spoke out against the move.

The board voted to move $250,000 from the benefits line item to not outsource the positions. An additional $25,000 will be moved from the general administration fund.

“This was probably, of all the things that were looked at, the hardest thing to cut,” said board President Donald Pavlak Jr. “But the board listens to the public and we were able to correct the decision.”

Sixty-four part-time playground aides will have 45 minutes cut from their schedules. The aids work at the district’s nine elementary schools.

Denise Vanhouten, president of the cafeteria playground aides, said she was not aware of the change and was “blindsided” by the decision. 

“The teachers and the administrators rely on us to be their eyes and ears,” Vanhouten said. “We do more than just supervise students.”

Vanhouten said the aides inspect playground equipment and meet with guidance counselors and principals to discuss student behavior and playground incidents on a regular basis.

The district’s elementary outdoor environmental program was eliminated. Several individuals expressed their displeasure with the decision. Roger Hawkins founded the 40-year-old program.

“In the electronics-oriented world that we live in today it is less and less likely for a child to hear ‘go out and play’ or for a child to roam the woods and explore and discover,” Hawkins said.  “Wayne’s outdoor program is the perfect vehicle for inspiring interest and understanding of the natural world.”

The Freshman Seminar program will be eliminated. Students will instead take half a year of finance and a half a year of study hall. Officials determined that the move will not reduce the number of credits, 135, high school need to graduate.

Each elementary school will have a full-time EPIS counselor. EPIS stands for Early Intervention and Prevention Specialist. They teach students social and life skills, often outside of the classroom in social settings. Currently, Ryerson Elementary School is the only elementary school to have a full-time counselor. The other eight schools share the remaining four counselors.

All athletic and extra-curricular programs, including Camp Warwick, will remain.

Officials proposed funding several capital improvements next year. The gymnasium floor at Ryerson will be replaced and a new chemistry lab will be constructed at Wayne Valley High School.

Do we really need 64 playground attendants? The teachers should take turns performing this task to help save money. But of course we wouldn't ask them to do that. The special education paraprofessionals should have been outsourced if it would have saved $300K. I notice how salaries are stated to be 83.6 million up by over 300K. Why? The true cost is over 105 Million when benefits and pension cost are figured in. I guess the new PR firm advised them to leave this little detail out. School busing should also be outsourced. Do we need to pay insurance, drivers, benefits, maintenance and six figure salaries to the persons running the bus program? Obviously we will be hiring four new EPIS counselors. They should have left it the way it is. Are EPIS counselors really needed in elementary school? They could have slashed more from this budget. For most taxpayers the increse will be much more than $127.00.

OUTSOURCE PARAS?!!!! It appears that all you care about is saving a few dollars and are not concerned for our children. I moved to Wayne to raise my children because of the school system. We need to invest in our school system and stop the cutting. All anyone has to do is click on your name and see all the negativity. Life is too short, if you are that miserable living here feel free to move somewhere you feel is better (good luck).

Well it appears as if you have crunched the numbers on the budget rather well....however it also appears that you probably do not have any children who are in the current school system. It always is easy to rationalize any cuts when you remove the human element from the picture. Outsourcing paraprofessionals is a great option for businesses where continuity and consistency are inconsequential. In education where relationships and familiarity are a necessary element in the overall quality of education and success of individual schools, outsourcing anything fractures the fundamental characteristics of successful education.....If your child was in a special education program, would you like feel as if your child has the best chance possible at success if he/she is dealing with people who have no longterm commitment to the process? Doubtful.A school is a cohesive team of individuals who work in tandem with parents and the community to ensure a child's success. Stripping away staff and services undermines educational success. I moved to this town for the schools - I paid a premium for my house because of the schools. An EXCELLENT school system increases property values, attracts new buyers, draws new businesses and improves the infrastructure of our town. While your points are valid from a strictly pragmatic, one-dimensional viewpoint, you are missing the big picture and the potential to improve your own quality of life even if you do not have kids in school.

@PAD - After reading your posts, I believe you do not have any children in our school system at this time. If I did not, I may feel the same way as you and just want my taxes reduced. Unfortunately, many of the things you mentioned are necessary. 64 playground aides seems a lot, but do the math. We have 9 elem schools, each w/ at least 3 lunch periods a day. There must be aides in the cafeteria while a group of kids eat and more aides w/ the kids during recess. The teachers and nurses have lunches as per their contracts, so you need supervision. As for the EPIS counselors, again - you must not have children in the school program now. Bullying is a MAJOR issue these days. WATCH THE NEWS! You need someone trained to help these kids. A nurse is not the same as an EPIS counselor. The EPIS counselors are also dealing with kids who need help stemming from home issues (divorce, death, floods - remember those here in Wayne??). The EPIS counselors are busy all day! It's easy to blame parents for not doing their parts at home to discipline/teach their children, but the fact is that those kids can't be ignored once they are at school. They need to be helped for themselves and so their issues don't harm the others at school around them. I personally, would have liked the outdoor lab included in the budget, as it is a worthwhile program, but it seems like the BOE may have done a decent job since they are not willing to cut any high paying admin jobs and give us more teachers!

Iam sure you are a parent that does not have a special needs child. You have no idea what paraprofessionals do in this district for these children. Paraprofessionals work directly with these children. I guess you dont care what type of people are in the schools. So when they pay people $10.00 an hour with no benefits and you get people who do not speak english and are not properly screened so who knows what type of person they are. Unlike you I care about my children and want them safe. You obviously do not have children in the school system or do not care about yours.

We have a good school system and now that we FINALLY have a new superintendent I can already see things moving in the right direction. Coming in under cap showed good faith.

@ Scondo - read my post above, please. If you don't have kids in the school system at this time, then most of this doesn't make sense. Do you really want 100+ kids outside at elementary school recess without ANY supervision?! Besides an accident on school property that would open up lawsuits, what about the kid who decides he doesn't want to be at school for the afternoon and just leaves? Or the parent/uncle/brother/creepy person who just comes on the school playground during school hours and starts talking to our kids, or heaven forbid, abducts one. Keeping an eye on children is not a 'nanny state' it is just plain SAFETY. The playground aides do not interfere with the playing, they keep an eye on all of the children. Why is that so strange?

This is unacceptable. Every year they continue to pick the pockets of the taxpayers of Wayne & they get away with it. They now have a free ride if they keep the budget increase under the 2% cap that was mandated by the Governor. If the cap didn't exist they would fleece us for more of our hard earned money. They talk like well its only $127 for teh average homeowner who is assessed at $229,000. Does anyone one know who is assessed at the average of $229,000? Ya take the $127 + the town & county and I guarantee it will add to and additional $500 to the average homeowner. Correct me if I'm wrong but didn't the B of E get a windfall from the state last year so where did that money go-into their slush fund? The taxpayers of Wayne need to stand up and demand an accurate accounting of where our money is going and its not for the "children".

Nothing said about PR Firm.....we do not need them...or rather BOE does not need a PR Firm to speak for them!!!!!!!!!!Our children r the ones who get things taken away..all the time...take away from the big shots let them pay a portion of their benefits like the private sector ..it's BS...& they need more guidance counselors in high schools...I can't even get an appt with my child's..."too busy" What a joke!!!!!!

Bob...get facts before you rant. There is no "windfall from the state". We spend less per pupil than the state average for our childrens' education. We receive, on a percentage basis, about as little as you can receive from the state every year (less than 3% of our budget I think, but can confirm).

At this time I am neither agreeing or disagreeing with you but I need to say that as per township records $229,000 is the average assessed value of a home in Wayne. That means that half the homes are less than that and half the homes are more than that. The assessed value is not the same as market value or sale price and they used this number as an example because it is the average value. My home is assessed at less than $200,000 as are many others in my neighborhood so I will be adding less than $127 to my tax bill. Just wanted to clarify that this number is a real number and not just invented by the Board of Ed.

I seems to me that there are enough people in Wayne who NOW see through the crap they have been pulling on us taxpayers for years, so why not work on putting together a large protest,( the voice of the people) march down to town hall, and demand they all vacate their positions and replace them with people who really want to do something to get this out of control township back in check. Once the township is cleaned out, we can deal with the root of all the problems, the BOE !!!!!

Although the school budget came in under cap, I still oppose the hiring of this PR firm at a cost of $2500/month until June. I don't see in any way how this expense enhances our children's education. I think this expense is serving our BOE trustees and the administration. I resent that. If you want to spend that money, why not hire a logistics firm to examine our transportation (Bus) costs. Apparently, our buses are 50% filled. You know as well as I , many of the H.S.students drive their cars to school when they are schedueled to take a bus. How many parents drive their kids to school, day in and day out. OK. Then why not look at this and possibly consolidate the routes which could produce a significant savings. That expense of a logistics firm makes more sense than a PR firm. Take that $ money saved and restore programs, supplies and resources to the school that will ENHANCE education. A science program in the middle schools which started this year was removed for budgetary purposes. Science and math are programs we should be enhancing, not cutting. Our Global economy demands good people with math and science backgrounds.

I think the law requires that every child who is the requisite distance from school gets a seat, even if he or she doesn't use it. This has been discussed in the past. The board wanted to see if a student could give up a seat, but this is not allowed.

I have a son in middle school; what science program was removed?

PR firm might or might not be needed, but in any event, it is drop in the bucket (if it is not extended beyond the current contract, June 30).

Back to the bus situation; I thought the governor passed a law allowing advertising, but the implementing regs have not been approved by Trenton. Anyone have any idea about when we can start advertising on the school buses, and get some revenue?

Chicken Little.....The cost of the PR firm may be a drop in the bucket to you. My point here is that it is a frivoulous expense. Please enlighten may how this expense enhances your child's education. Wouldn't you rather see this expense be restored to the school supplies line item, which was cut significantly, whereby an educational aid may better serve your child than a PR firm?

This past school year, Fair Lawn eliminated 7 custodail positions. They outsourced the night janiitorial to Aramark Mgmt Services, saving $230,000. It worked so well, next year they are outsourcing their custodial services with the exception of one head custodian in each school who is a District employee. They will save an additional $450,000. Have we looked at this? The possibility of saving $700,000/yr is significant and should be looked into. I would like to see this potential savings be restored in the budget, not removed, as long as it is put towards direct educational costs and not the hiring of another high paid administrator in Nellis Drive, or some political operative such as a PR firm.

Yes, unless there is a benefit to having the firm. The superintendent explained why he felt there is a need, but I don't recall the rationale which he gave. I think it had more to do than with just "PR." I presume you don't agree with his explanation. Regardless, a total of $7,500 to $10,000, you are really getting peaved over minutia. But, I agree, a dollar saved is a dollar saved.

I'm looking to put it back in the budget where our children will benefit. Let me make a prediction. This PR firm will be rehired in June. You won't know about it, unless you read about it in the agenda or attend the Board meeting where the resolution will be passed.

Thats the problem most of the savings goes to hiring big wigs like our new assistant superintendent at $160,000 a year. And all you people saying lets outsource, do not see that these are people who have worked in these districts for years. Lets just oursource all the little people, hey why not thats right it works in the corporate world, when someone in India is reading your xray's or mri, sure Im real confident in that. R U Kidding. I live in Wayne and I dont want to pay high taxes either, but eliminating the little guys come on it has to start with the top. You know all these people also have families like you, how would you like your job to be outsourced. Custodians, bus drivers, paraprofessionals, they all make very little money, they work for benefits. Seriously do you think I would work as a para making 16,000 a year if it wasn't for the benefits.

Just not right!!!!!!! 5 TO 9 percent raises for Nellis Drive administrators and getting rid of an enviromental program that Rodger Hawkins had started and been involved with over 42 years. How can the board let this happen??? Allen tried to save outdoor lab but Don shut him right down. Folks remember every person on that board voted to approve those hefty pay raises except for one. That one was Jane Hutchinson. She said that she felt the raises were wrong and she couldn't give her vote to approve them. I think the board has lost sight of why they were voted in. They were voted in to make sure our children receive a great education. They were not voted in to take care of the people at Nellis Drive.

@Simple-It is people like you who made it impossible to get a superintendent for the last 4 years. Check out top performing high school's websites and see how their central office is structured. Wayne has worked with bare bones for too long. Imagine where our district would be if we had great leadership for the last 4 years. Raises are wrong? I do not want our talent to leave our district. They need to develop and retain the good employees. So, I think it is right on.

The United States is a government by the people for the people of the people. It is not occurring here in Wayne with the BOE, Council, Mayor (Gag Orders), etc.

fboy66......there is a lot of credence to that argument. Rumana has a lot to say over who gets what in our school system. Yes, he wanted a Latino Super to help him with the Latino vote in certain areas that fall within his District. People in Wayne don't believe this , but it is true. Just about all of the Trustees are his minions, with the exception of Jane Hutchinson and maybe one other. I know, you can't make this stuff up.

If Rumana thinks that he is entitled to the Latino vote, he is sorely mistaken. Look at what happened when so and so was running against Speziale and then Berdnik..Look who won. Latino's do not necessarily vote for other Latino's. It is all about where the Latino originate from, i.e. Spain, Cuba, Puerto Rico, Peru, down the line..Furthermore, Latino's will not necessarily endorse an Italian. These are not prejudiced words, just HISTORY. No, I will not quote sources for the benefit of the phony screen names that were initiated on this board to discredit those who want financial etal transparency. I'm not quite sure how the words Latino Super equates to bigotry. The man is Latino and it is what it is. I have absolutely no problem with that. I am not a bigot and never have been. Frankly, I take exception to you alluding to same. The fact that I stated a point about Rumana doing something for the Latino vote is also true. As long as our Superintendent does a very good job leading our school system, I frankly don.t care what nationality he is. After all, aren't we all Americans ?

I am disgusted that Freshmen students will all take a half year study. How is that fair to students who want to take courses? Will students be allowed to take something instead of a study such as an art or music course? How do the parents feel about paying taxes to just have their children sitting in studies? I do not like it.

I don't have to agree with the BOE budget as a taxpayer. I have many family members who are teachers and administrators in other districts. I support education but not wasting taxpayers money and all the backroom deals. We don't need a PR firm, our own busing program etc. They can be outsourced for much less. The last two Super's left with a pocketful of our tax money. They insist Sico retired, they lied to us. He didn't even work a year, left with a huge amount of money. If he broke his contract then why the huge payout? He didn't retire he is working in another district. We are entitled to the truth. The new Super already brought in a friend from Paterson at a six figure salary. I know a person she has offered a job to in Wayne. Wayne is top heavy with six figure administrators and jobs are created for certain people. In these economic times everybody has to share the pain incl. BOE employee's. History proves that most of the BOE members are political wannabe's. Just look at the Mayor & Council. Almost all of them served on the BOE. When the budget was defeated last year they made cuts of less then 1%. Out of a 144 million dollar budget over 105 mill. is for salaries, pensions & health benefits, leaving about 39 mill. for everything else. Wayne lost 35 million in ratable income & the loss is growing. We need to stop the exodus of taxpayers & ratables. The solution is to be more buisness friendly & cut taxes. Taxes here are killing this town. Most will pay more then $127.00

Amen to that! A more business friendly attitude would help get the lights back on in shuttered buildings by filling them with new businesses that would also contribute to the tax base. That, in turn, would reduce the burden that all the other taxpayers share. As Scondo rightly pointed out elsewhere, if more ratables are combined with reduced and more prudent spending, we all win.

Bravo Chicken Little. Justice just randomly quotes the Founding Fathers and the constitution to pretend he has a point. Then he tells people to play with themselves as if that is appropriate. He also has theories that everyone is the same person or from the PR company or foreign or a Communist Socialist Dictator Anarchist from abroad trying to infiltrate Wayne. I am honestly starting to think he does not really believe what he spouts but he is actually a Troll (as in someone who trolls the internet to start a fight, not an actual troll). The BOE had no problem handing out 5-9% raises at Nellis Drive which is unheard of in these economic times. When a citizen brought this up at the meeting as usual the BOE remained silent. Why is it that when the public speaks during the public forum the BOE never replies to thier concerns. Just goes to show you that they aren't at all interested in the taxpayers concerns. Only that oof the WEA and those employed at Nellis Drive. The President has a direct family member working in the District, this alone is a conflict of interest. Even if he abstains from voting the others still vote and him not voting really doesn't change the outcome at all.

I was told and I assume it is true that the Ass't BA received a 5k bonus last year as well as a 5k increase. I was also told that Juanita Petty, the BOE BA makes 165K/yr and works from home 1 day a week. At this point, this is just hearsay. The first point could probably be OPRA'D. I'm not quite sure how you're going to confirm the second point because there is no transparency in the BOE, and everything is held very close and secretive. I'm not sure you'd get a straight answer. If these allegations are true, there better be a very good reason for the Ass't BA'S bonus and extremely generous pay raise.

Pavlak who is President of the school board, his wife is employed in the District. She is either a teacher, teacher's aid or something. Badiner works for Bergen County Special Ed services where we send a fair amount of our special needs students. . If Pavlak recuses himself from voting, it may not be a conflict of interest. Badiner on the other hand, just by his prescence on the BOE and the fact we send students to Bergen County Special Ed Services, I find that somewhat conflictive whether he votes or not!

Please clarify the title of BA. Isn't the Ass't BA and BOE BA a duplicate of positions? What are the qualifications of these people that would cause them to make such obscene salaries on the backs of hard-working taxpayers, some of whom cannot afford to carry their own health insurance; but yet are mandated to carry the health insurance of people making OBSCENE salaries on top of OBSCENE benefits? Talk about the Redistribution of Wealth??? This is not good.

Justice...Juanita Petty is the Business Administrator for the BOE. Apparently, due to the size of the District, our BOE Trustees feel there is a need for an Assistant Business administrator. I would venture to guess that between the two of them their aggregate salaries amount to about 300k/yr. This does not include the cost of benefits.

So I looked up a few police officers I know - each earns what seems to be a top base salary of $119,633. This does not include overtime, which my understanding is how many police officers receive up to 50% of their total comp. For example, I was recently told that Fairfield cops receive 4 hours OT when they have to make a court appearance for a traffic ticket, regardless of length actually spent in court. My guess is a good deal of Wayne cops make well in excess of $100k, and the more senior ones with 10+ yrs. on the job make close to $200k. With a police force of 130 or so, that is a huge nut, not even including absurd pension and vacation benefits and short work weeks. Our BOE and over-administration in the schools is definitely a problem, but this unspoken line item in the budget is a real killer for Wayne taxes.

I believe that it is part of the NJ State Labor Law that require a minimum of 3 or 4 hours paid when called into a job; whether or not a person actually works that amount of hours. I also believe that the ruling does not apply to exempt/salaried workers or workers protected by a union (as is the case with our police officers). Maybe someone better versed in employment law can verify this?

The salaries of police have been immune to criticism, unlike our teachers. They impact us as dearly as anyone when it comes to taxpayers cost and ultimate pension costs. Possibly, because they are 12 month employees vs teachers being 10 month employees..I don't recall Governor Christie taking on the Police unions like he did the teachers. I'll say this.....a good teacher is as valuable to us as a good cop is. The teachers of today are teaching and molding our children who are our future. Correct me if I'm wrong.....can a policeman retire and collect his pension with 25 years service regardless of age? I think teachers have a formula which takes into consideration years of service and age.

My understanding has always been that, regardless of age, a police officer can retire and collect their full pension after 20 or 25 years of service, dependent on the union contract. Many officers will then start their 2nd careers, usually in an investigative field or law. I know several attorneys who originally were police officers. It makes sense...they can attend law school while collecting their pension.

Al, it seems that the figures are calendar year as opposed to fiscal year. I am not certain but the educational (for lack of a better word, meaning administrators, teachers and support staff) contracts are on a fiscal year (July to June) as opposed to calendar year. Apparently, that would account for the discrepancies that you are picking up on. Additionally, the site also states that these are base salaries that do not include bonuses, overtime, etc. It seems that your numbers (as usual) are closer to the truth; but at least, we have a guide to evidence the differences between the administrators, social workers, school nurses and the actual teachers.....who are apparently and unfortunately at the bottom of the pecking order. It is unfortunate that people refer to everyone in the education hierarchy as "the teachers", since obviously, it is the administrators and support staff who are eating like royalty at the expense of the peasants.
