Proposed Tax Hike Decreases After Schools' Budget is Cut
Officials project average school tax may increase $190, down from $205 a few weeks ago.
The average homeowner may see a $190 tax increase if the Board of Education approves its proposed budget as it currently stands.
Education officials gave an overview of the 2013-14 budget and how it is developing at a special meeting Thursday.
The administration and board previously estimated the average tax hike to be $205 under the proposed spending plan. The projected tax levy is currently about $131.6 million, down from the $132.2 million that was reported in February.
The projected tax impact to residents due to increases in educational programs, services and fixed costs is $129. Taxes for the average homeowner are scheduled to increase another $47 because the township lost $41 million in ratables since last year. Most of the remaining $14 in the estimated $190 average hike is due to increases in health care costs from the Health Care Reform Act.
More than $8.6 million would need to be cut from the tax levy to have no increase to residents’ tax bills.
Officials have slashed $2.3 million since Feb. 21 but added $1 million in “critical enhancements." Enhancements include hiring a new guidance counselor and world studies teacher at Wayne Hills High School, an additional science teacher at Wayne Valley High School and three staff members at elementary schools.
The district may reinstate three school resource officers in the middle schools. They are full-time Wayne police officers who work with students, council them and assist in breaking up conflicts and during emergencies. Wayne Hills and Wayne Valley each have an officer. The move would cost the district $256,000, half the cost of paying the officers. The town would pay the other half.
Officials are planning not to eliminate any extracurricular clubs but school officials will review what clubs are currently offered and eliminate ones if they so choose, Superintendent Ray Gonzalez said.
“We can’t cut anymore clubs. We need to make sure we have additional opportunities for our students to learn,” Gonzalez said. “Students need them to be competitive when they apply to colleges.”
The budget is still being finalized. Numbers and appropriations for specific line items may change between now and when officials approve the budget at a special public meeting March 27.

Believe me there is alot more that can be cut then giving the taxpayers a $10.00 decrease. All hiring should be frozen. We should have one resource officer floating between the three schools randomly. When the Township lost 41 million in ratables the BOE should be adjusting the budget accordingly not make the remaining taxpayers make up the differance. Thee still is alot of fat to be cut from this budget. The tax ratable loss is going to climb much higher in the coming years and the BOE just has to tighten its belt and stop spending and hiring. What we don't need is more expensive programs we have enough. The drop in ratables should be cut proportionatly between the Township and the BOE. After all the BOE & the Townships high taxes is partially to blame fo the loss of tax ratables. Do we really need all these administrators, the asst. Super Berrios etc. Lets start cutting to start dealing with reality of the loss of millions in tax ratables. Spender Gonzalez & Ribbon Cutter Vergano and most of the dinosaurs on the Council need to go.

I agree with Pad. I still feel that any budget can be cut by 10% without any problem. If it results in a freeze on salaries, so be it. It seems to me that they are doing a lot of hiring and expanding without consideration for the tax payer. By the way is the hospitalization not included in the 2% cap?

The NJEA and national Teacher's Union is now more powerful than the Mining or Teamsters Unions of the 30's through the 60's. This is not just a local Wayne problem for us taxpayers, but a national problem as well. And nobody - NOBODY - in the political aisle wants to stand up to this non-stop, entitlement-driven, public sector money-tree due to fear of retaliation or alienation by this powerful Union and it's base. Especially those in the Democratic party. It has to stop. This country has spent over $1 TRILLION since 1967 (more than any other developed non 3rd World Nation) to improve our youth's Education - yet we still lag behind most of Western Europe and the Pacific Rim in the Math & Sciences. Is it because of the Teacher Union gravy train and unnecessary payroll? Looks like it is the case. Take a look at the documentary 'Waiting for Superman'. All teachers hate it cause it speaks the truth and questions the teachers' Union, which in many cases acts against the best interests of students and it's all about them. And it also addresses under-performing instructors who suffer NO disciplinary measures due to tenure! (The Rubber Room syndrome for example)......We cut the fat, have hiring and wage freezes, and you would see an instant 25% drop in our individual tax rate in Wayne.....Guaranteed.

The rise in costs did not occur overnight. You can't expect to reverse it overnight. And you can't expect the local board of ed to bear the brunt of the entire economy. EVERYTHING has gone up, and people cry for the board of ed to go backwards.
You also can't throw Wayne in with the underperforming districts. We don't have "rubber rooms" in Wayne, because we don't need them here.
And how do you assess whether $1 trillion since 1967 is too much?

I disagree with you on one point Zekeman. There are no Democrats on the BOE in Wayne, and only one on the Council. As for the WEA, they were allowed to vote on their contract before it expired to avoid being "all in" on Chapter 78, which the State approved to bring tax relief by capping raises and providing for contributions to healthcare benefits. This BOE chose not to bring this relief to Wayne. They, instead, kicked that can down the road for another three years. Two of the Board members who negotiated that deal were running for political office that year. The WEA and PCEA also endorsed the Republican candidates in the last election. Don't you find that curious, if they are the party who is supposedly asking them to make these changes and contributions?

The medical benefits are actually going up around 14% which includes 2% for Obama Care. While I believe that the budget can be cut significantly there are certain costs that there is no control over. While it would be nice to freeze salaries it is not possible. You can negotiate zero increases when contracts expire but not until then. .

When the BOE allowed the WEA to cancel a current contract so they can escape the 2% CAP in raises thats collusion. When it also circumvented them from paying a higher healthcare cost sharing that to me is also collusion. It also shows disregard for the taxpayers plight. They are contributing to the downfall of Wayne by thier neverending tax increases. We are not saying to go backwards but to freeze hiring and spending on new programs. As fast as they save from the solar panels they spend it. It should go to bring the taxpayers burden down. This Gonzalez is a spender and also enjoys hiring his friends. I am sure there are many administrators that we really don't need. No we don't have rubber rooms but how many teachers aren't teaching a single class or are on paid sabaticles? We need a full independant investigation into all hiring, spending and fianancial holdings of the BOE. A few years back they cried poverty and the taxpayers approved the budget. Shorty after the vote over 1 million was found that was hidden from the taxpayers. Do we need a soundproof room at Nellis Drive? How many times are they going to renovate down there? You can't expect the remaining taxpayers to bear the brunt of 42 million in loss tax money and still climbing that the BOE is partly to blame for since they can't stop spending. Many towns held thier budget flat. But not Wayne! I am very surprised the students don't have parking valets. Since they have latte's & sushi already.

If you had a loss of income like Wayne does 42 million at this point and climbing would you continue to spend more & more? We understand healthcare, pension salaries go up as time goes on. But they keep hiring, instituting new programs etc. They need to cut back just like everyone else. Spending money doesn't make a great school district. Look at Paterson billions and its still failing. Many Townships have excellent schools with lower cost. The census states that children under 5 has dropped 15-30% in Wayne. That translates to enrollment going down not up as they lead you to believe. Why is the Township paying half of the school resource officers pay when thier duties are 100% for the BOE. It seems to me between the three middle schools a floating resource officer would suffice at a much lower cost. The taxpayers still end up paying the total cost. There is so much at Nellis Drive that is being hidden from the taxpayers that its almost criminal.

Oh really! Its nonsense maybe you should read the papers. As for the contract fiasco it was told to me by a teacher who is a neighbor. Maybe you should look at reality. Do you really think most taxpayers will pay only $190.00? My taxes rise over $600.00 per year. The loss of tax ratables in Wayne is a fact. Maybe you are out of touch. Try reading the papers and the other posts. The census info was in The Record just a few weeks ago. And yes money was found after Nuccetelli left that wasn't originally reported before the vote. And she was embroiled in controversy and the next Super didn't even serve a single school year and he left with a large sum of taxpayers money. Are you going to refute these facts. It just shows how dysfunctional the BOE is.

I've yet to hear any person in the educational community talk about systemic cost/benefit evaluations based upon goals, measurable objectives, assessment tools, and program modifications. The modifications must be based upon the results of the assessment tools. Some of the modifications need to include program and administrator eliminations in the budget. Nice is "nice," but it frequently useful, valuable, nor needed. CUT, CUT, AND CUT SOME MORE.

I don't think anyone would want a housewife performing a coronary bypass. But, I also would not want a stay-at-home dad doing surgery. Or a lawyer, or a nuclear engineer, etc. (regardless of the person's anatomical appendage or presence/absence of a y chromosome).
Men and women from the community serve on their local boards of education, and come from all sorts of backgrounds. Many of the women were in industry before becoming stay-at-home moms, and have as much if not more business sense than the men.
I use slang terms for body parts to make a rhetorical point. You feign offense. YOU are the one who is truly inimical to women.
