Board Hires Two Principals, Creates District Athletic Director Position

New principals of George Washington and Lafayette hired. Superintendent says new athletic director will reduce expenditures and better address issues such as player safety.

The Board of Education hired two principals Thursday night and created the position of district athletic director.

The personnel decisions are the first in a series of moves to reorganize the district’s administrative structure in mutliple schools and departments.

Officials announced late last month that the principals of four schools were resigning, retiring or would not have their contracts renewed.

George Washington Principal Mary Jane Tierney, a 40-year district employee, is retiringWayne Hills High School Principal Scot Beckerman is resigning after only three years on the job.

Jack Leonard will be the new principal of George Washington. He has a Master’s degree from William Paterson University.

Leonard will be paid on a per diem basis of more than $600 a day from July 16 to July 31. He will be paid his annual salary of $147,000 starting Aug. 1.

Toni Schito Ferry will take over as principal of Lafayette Elementary School on Aug. 1. Her starting salary will be $139,000. She holds a Master’s of Science in Education from Mommouth University. She will replace Stella Cosmas.

Robert Mitchell, principal of Schuyler-Colfax Middle School, will not return to the district next year. His contract was not renewed, said Board of Education President Donald Pavlak Jr.

Mitchell, was named interim principal of the school in December 2010. He was vice principal there for 12 years and has more than 30 years experience in education.

Residents were critical towards officials of the decision not to renew Mitchell's contract.

"Kids are happy, teachers are happy. My daughter loves going to school and it's because of him," Rex Mitake said. "The man has brought the school together. Look at where the school is academically."

Pamela Tilli, a mathematics teacher at Schuyler-Colfax, said that morale at the school "has never been higher" and that the board should rescind its decision.

The board also created the position of district athletic director and abolished the position at each high school. The individual will be in charge of the athletic programs at both Wayne Hills and Wayne Valley high schools.

As part of the reorganization, the board voted last month not to renew the contracts of Wayne Hills and Wayne Valley high school Athletic Directors Chris Olsen and Dan Kilday. Both men made more than $120,000 at their respective positions, according to public salary records.

Superintendent Ray Gonzalez did not provide an exact job description or say how much the individual who accepts the position would make.

Gonzalez noted that having a single athletic director will “further enhance our efficiency at utilizing resources” and will result in an “appreciable, consistent reduction in expenditures.” He added that having one person in the role would “more effectively and thoroughly” address player safety issues, professional development, and the evaluation process for coaches and trainers.

Olsen announced he would remain at Hills next year as a physical education teacher and football coach. He will retire as a physical education teacher at the end of the school year. Gonzalez previously said Olsen could return as football coach for the 2013-2014 season if he so chose; athletic coaches do not have to be full-time employees of the district.

Olsen will try and win a ninth state championship next season with his son Kevin under center at quarterback.

The teachers are off for the summer but administrators work all year long as well as the secretarial staff. It has always been this way.

Unfortunately, some seem to think there is a correlation between dollars spent on education and excellence in education. There is no statistic that bears this out. What is known is that when parents put a premium on education and see to it that their child(ren) study, completely homework assignments, etc., performance is quite high. I do believe this is the case for the good performance of Wayne schools - the succeed in spite of the administration. Montclair State has a program in school administration and in one course the students were actually told that when they seek a position, stay away from Wayne.

I am infuriated by this Board of Ed and the recent decisions they have made regarding the reorganization of the Athletic Departments at both high schools and the pay for facility space for our youth programs in town. At Wayne Hills our enrollment is over 3000 students, Wayne valley, 4000. at each high school there are 30 some sports offered, many with three levels. That accounts for over 74 coaches on staff at each school, not to mention the volunteer coaches. Our system of having an AD at each school and a secretary has been very successful. The BOE because of the current political and economic pressures, are requiring us to do more with less. It makes no sense to hire an assistant AD at each high school and an athletic czar, who I understand will be at the administration building, to run both athletic departments. This will result in failure. On any given day, there are always issues that the coaches need to confer with the Ad about. To combine all of these responsibilities into a joint initiative will fail. Our education based athletic system has faced challenges in the past, but none more serious than the current challenge. One fact is clear, we must defend our current status.

Actually it is very easy to find out the enrollment numbers at our schools and your figures are way off. We currently have approximately 1350 students at Wayne Hills and approximately 1500 students at Wayne Valley. And perhaps you feel that the new system will fail but since we haven't tried it yet we don't really know for sure.

It would have been nice last night to tell the public a little bit about these 2 principals that were hired. Possibly tell us about their education, what their past experience is, where they are coming from, etc., etc. It also would have been nice possibly for these 2 people to be there and to introduce them to the public who were at the meeting, as well as all the people watching it on TV.Now, maybe they were there. If they were, why weren't they introduced? If they weren't there, they should have been. After all, one of these principals is being paid $147K plus and I think the other one is being paid $139K plus.

Interesting how the Channel 4 news team left after Pavlak's speech, and they weren't there for the open forum. I think I see the PR firm at work here- earning their $2000 a month.

I know I have disagreed with lots of the commenters here on a lot of things before...but I agree...this looks shady. These new employees should have been there. There should have been questions asked.

I actually dont think the principal salaries are astronomical per se (that is actually around what I expected an experienced, qualified principal to earn), but only after a thorough vetting process. The way this board seems to operate is that they decide and let the public know what they have decided whether or not the public likes it.

With all due respect, and making no apologies for our BOE, it is clear most residents have a fundamental misunderstanding of how elected office works. Elected officials are our representatives and are charged with making these types of executive decisions. They are supposed to represent the district in the interest of their constituents, NOT run every single issue by all the voters to get their approval, which we all know is impossible anyway. Dont get me wrong - I am not thrilled with the lack of transparency but I am even less thrilled with the hiring of people from sub-par districts, which can only hurt our already falling school rankings. But as for the function of government, it is, at its best, supposed to serve the will of the people, but that does not always mean that majority rules. Sometimes the majority can be wrong. The problem with local politics is people only get involved when an issue is close to them personally, and by the time they get involved, it really is too late to have any influence. Most of the outbursts I am seeing on this board against the BOE are emotional, not rational. I realize the Repubs have rigged the system and used it as a feeder to town politics, but the truth is that you can wield no real influence unless you get involved. The few that do get to run the show...it's an age-old story.

In the middle of the basketball season last year the B&GC could no longer pay the score keepers during the game due to finances. Parents or students took care of he timer & scoreboard. During one rainy night the game was stopped several times due to water on the court of the "New Gym" because of leaks in the roof. We had to stop the game several times to wipe up the water with paper towels to ensure the players would not get hurt. All the coaches volunteer. The fees we pay for our children to play in activities cover the expenses of the club. That includes such things as salaries, electricty, equipment, gas, etc. The B&GC by no means is making a ton of money if any. If people are still following the comments then you are correct in assuming you will get a lot of back-lash.

The WBGC organization may not be making any money, as they are a not-for-profit entity. But the full time employees are likely to be well compensated.

BOE employee salaries are a matter of public record, and highly scrutinized around here. If the WBGC receives taxpayer funding, then let's make their employee salaries public information, and subject to some scrutiny.

Cut salaries to the WBGC "professionals" and maybe they'll be able to afford to pay the scorekeepers, fix the roof, and rent the playing fields.

The B&GC is mismanaged. How I know because my children once attended their program, Sports. They are making money on the new addition classrooms. Also what they should have done first is make repairs to the remainder of the facility, its disgusting even now. One more thing to add, lets not forget most of there funds received are cash. Trust me they have money because they took over another club so it wouldn't close its doors...The clubs can trim fat too.

Its unbelievable that there are no qualified people in the Wayne School District to be administrators. We have to bring in outside people to be administrators from under performing school districts. Wake up! They are bringing their friends in for jobs here. This is a slap in the face to all the career teachers in Wayne who have worked long and hard with the goal of someday becoming a administrator in the district. They gave the taxpayers no information on their backgrounds or details of their contracts. What about transparency? What are they hiding now? The only thing these two new Superintendants brought to Wayne is all the tricks of the trade they learned in their previous failing districts. With these two in charge? Taxpayers you haven't seen anything yet! How about student population being about the same levels and predicted to drop in the next few years but the BOE staff, employee's and administrators is up about 20%. You figure it out.

I just googled Jack Leonard and Toni Ferry. Jack Leonard was formerly principal at Byram Intermediate school and most recently Woodcliff Lake Middle School. Toni Ferry was principal at Plumstead Township School in New Egypt NJ. I don't think the claims of the superintendent bringing in friends from Paterson and Hackensack are valid based on this information. All candidates must submit resumes and go through 3 stages of interviews where I'm certain many questions were asked and answered.

Sound familiar ...

On May 17, 2010 the New Jersey Supreme Court upheld the Appellate Division's decision that the West Windsor-Plainsboro Regional School District (Board) violated Plaintiff, Philip Besler's first amendment rights, when he was gaveled down and silenced at a Board meeting for no other reason other than the unpopular viewpoint he expressed. This decision will have serious freedom of speech implications for all boards of educations in New Jersey, and likely all public Boards throughout New Jersey.

The paragraph related to speech in the agenda is totally out of line. At a meeting where the Board President was chastising the public for not communicating, he was reading a statement that basically defined communication as illegal. Unbelievable! Of course, the statement is wrong. I expect it to be changed and I will be vigilant until it is. This Board has one of the worst records of open governing that I've seen in years. When was the last time anyone saw a PWS? They don't have them. Why? I sure would like to know. Why is all business being conducted behind closed doors. I've been asking why the public are not allowed to attend committee meetings. Never received an answer other than "NO". The gentleman who was writing letters in Wayne Today about offering solutions was allowed access that isn't granted to anyone else. Why? We all have to OPRA information, that we would prefer to receive answers to publicly. It's clear that citizens have ideas and solutions, but it is hard to offer them when we don't know what's going on. I don't think it's asking too much to know what is being considered before it reaches an agenda for a vote. These items are supposed to be discussed at the PWS, which is open to the public. At least, that is how it used to be.

@Justice
PWS stands for "Public" Work Session. That is what the second meeting each month is supposed to be. They used to have lengthy agendas and items were discussed openly before decisions were made at the "Regular" meeting. Now for some unknown reason they are all referred to as "Regular" meetings. All of this occurred after the last election.

In Wayne, PWS stands for "Private Work Session" NO PUBLIC ALLOWED. How else are they going to plan and concieve how to BS the Wayne taxpayer. These behind close doors have to go. The minutes of these meetings should be available to the public. The BOE in Wayne needs a full investigation into all its fianancial and buisness decisions by an independant goverment agency. What goes on in this town in unbelievable. It is a disgrace. They are all political wannabe's. Look at the Mayor and Town Council members, almost all are former BOE members. The recent fee for use of facilities is a joke. They got caught with their pants down, the public isn't buying into it and all Cerberio has to say is "We should have planned this better". What he really means is, the board could care less about what you think. We are doing this any way. The non-profits can't afford to pay these high fees. They are not at all reasonable. Maybe they should all boycott the use of these facilities all together. Then see what the BOE does with the loss of income.

I'm not sure why Leonard only stayed at Woodcliff Lake for a year but I heard from a Wayne Teacher that he had been on the short list for the position at Schuyler Colfax before they decided to appoint Robert Mitchell. Perhaps the salary and benefits are better here. And from what I can see from the article Justice provided, Leonard began his contract at Woodcliff Lake on August 1st. I would think that Wayne has to pay him per diem until July 31st because he probably can't enter into a new contract until August 1st of this year.
